I actually did some work on it; it's trivial to make portable: set the environment variable KDE_HOME for settings and handle the Qt registry keys and that's all. The reason I haven't continued on it (or rather been able to continue on it) is the process of installing KDE for Windows applications.

It's a C++/Qt thing which downloads from the internet, compiles applications and installs them in a given directory, and creates shortcuts in the Start Menu for them. What I wonder whether you could do as make it so it can save to PortableApps.com Platform Compatible INI files instead of the start menu.
